The U.S. Government Accountability Office issued a final version of a manual to help federal, state, and local government agencies develop more reliable schedule assessments for government projects of all sizes. The Schedule Assessment Guide: Best Practices for Project Schedules (GAO-16-89G), available on-line, applies to civilian and defense projects managed by either government entities or private contractors. iSystems Group, team member, Andy Lovorn, was proud to participate in the development and comment period associated with the Guide. The final version of the Schedule Assessment Guide presents 10 best practices for developing and maintaining a reliable, high-quality schedule. As a companion to the Cost Estimating Guide and the forthcoming Technology Readiness Assessment Guide , the final version of the GAO Schedule Assessment Guide is designed to assist not only GAO auditors in evaluating the economy, efficiency, and effectiveness of government programs, but also all government agencies in developing, managing, and evaluating capital programs. The draft guide was available for comment for a full year and GAO addressed over 1,000 comments resulting in the final version being released today that includes new appendixes and case studies.

The Government Accountability Office (GAO) hosted its semi-annual Cost, Schedule, Earned Value Management (EVM) Experts meeting Thursday, March 20. iSystems Group Senior Consultant, Andy Lovorn, participated with other industry experts from around the world in reviewing and responding to challenges within the Federal acquisition environment. Topics of this session focused on creating unbiased Analysis of Alternatives (AoAs) and structuring the analysis to provide maximum benefit, how DoD is issuing an ANSI Standard 748 interpretation instruction document for DoD contractors running EVM, as well as posing feedback to the upcoming Agile Scheduling Appendix to the GAO Scheduling Guide. Lastly, a quick overview of results from the Public comment period of the GAO Scheduling Guide highlighted the latest updates to the draft document expected for upcoming release.

iSystems Group Senior Consultant, Andy Lovorn, attended Government Accounting Office's (GAO) Cost, Schedule, Earned Value Management (EVM) Meeting Thursday, March 14 with other industry experts from around the world. The intent of the meeting was to solicit feedback on the latest trends in the industry and how GAO should consider these trends when conducting assessments on Federal programs. Notably, Mr. Lovorn posed suggestions in how Federal Emergency Agencies could improve Disaster related cost estimates following a natural disaster (e.g. Hurricane Katrina, Sandy, or a tsunami impacting Japan)and protocols for scheduling work suspensions and how to prevent work from being duplicated following suspensions. Mr. Lovorn will be involved with future efforts assisting GAO to develop guidance on estimating and planning Agile projects related to IT projects as well as other development projects (construction, etc.) as Agile methodologies are now being applied beyond IT projects overseas.
